Robb barely moves initially except to close his eyes. It was the first time of such contact in over 3 years and it takes him a moment to respond, but he does, returning the kiss equally as hesitant and tender, letting her take lead in this. He certainly didn't want to scare her off, but wanted the freedom to explore this at the same time.
